This is part of the Trump administration's moratorium on new regulations. Now, it's one thing to say that implementation of new rules will be delayed until they've been reviewed, but it's another thing entirely to delete those new and proposed regulations so that we don't have access to them.
Luckily, some of these regulations survive elsewhere online - the Internet Archive, Google's cache, agencies' websites, the Government Printing Office's website, and/or even in separate areas of the Federal Register. I've located the full text of some of these deleted rules and posted them to the right. I'll post more as I find them.
